I have form that that asks a question that I want only three responses from the user. I set up a text field that numbers the users entries after they enter their reponse and hits the return key. However, I only want three responses (1,2,3) from the user but the text field enters new text field every time the user hits the return key (i.e 4,5,6,etc). I would like to limit the enteries to only three. How do I do that?

I would then have three response fields instead of one large one. That will give you much greater control over user actions.

Another method is, take an extra text box field in data source with 0 as default value, and apply a rule for every response increment the extra field by 1.

After that apply conditional formatting on response text box that if the extra field is greater than or equal to 3 then make it read only.
