I have a specific requirements to use managed metadata in a list form. i know qrules supports managed metada in infopath forms, but does it also work on sharepoint list forms?

I'm sorry - qRules is code and we can't have code in list forms.
You could create an InfoPath form to use in place of your list - and use qRules to submit or update the list data.
