SQL record lock when multiple users submitting data?

I have an InfoPath 2007 form connect to MS SQL 2005 table (form created using the SQL connection wizard template).  The form pulls their user ID from the Environment, the user is instructed to click on Get Data to pull back a record that pertains to them.  They have a single field they can edit (drop down to either Accept or Reject), then they click Submit and it updates the SQL table with their decision.  We have a number of users (different users each time we run the process) that are reporting they are unable to submit (getting an InfoPath error that they cannot update the record), but others that don't have any issue.

We have triple checked the user security on the table, and verified they have access to where the form lives, so I am reaching out to the guru's.  Gut feel is that maybe InfoPath is locking the table for update, so that if two people are attempting to update two seperate records, only the first person is able to update, and the other person it fails on.  Because our user base is scattered all over the country and it is a small number of people reporting the problem, we can't seem to track it down.

Does anyone else have any input on what the problem could be?  Is the form locking the table so mulitple updates can't happen?

     Any assistance is greatly appreciated!
