Using IP 2013 with SPO E3,

 If i set the People Picker to a specific SP group, i can pick an external user that belongs to that group. When i change it choose from All Users, i cannot find any of the external users that are members of the SP groups. I can only find internal users. Is this a bug in IP 2013? Does anyone else have this problem?

Any suggestions for workarounds would be greatly appreciated.
