How to send an Info Path to an externall user to fill out "Outside of My Active Directory"

I work for the Ohio Department of Natural Resources.  I am trying to figure out a way to send a permit application desing in infoPath to any person in the public wanting some type of wild life permit.  I work in a highly secured environment and I need to know the best way to send a form via email to a person in the general public-(not in my active directory) - and have it tracked in my sharepoint library for business use.  I have tried creating email forms in infoPath 2010 but this doesn't seem to work correctly and seems only meant for people filling them out in your active directory and not the public...Can somebody point me in the right direction...Thanks...

    Hi jerimiahpetttigrew,

We had a previous webinar on Adding Email Recipients to Forms which shows some tecnhiques which you may want to check out. As for keeping track, promoting the e-mail field at the Form Option's Property Promotion when you re-publish your form should be able to help you out. Hope this helps.
