May I ask how to set the access of View based on specific person? E.g.; admin view and User view

I am using Form libraries.

 You could have the approval set by a button with rule on the button when clicked. This approval button sets another field i.e. ApprovalComplete to 1. Then you can have a form load rule to open up a read only view when ApprovalComplete = 1.
