InfoPath Dev

Please help. I am having issues publishing a new InfoPath form to a sharepoint form library that is in a subsite while either creating a new library or modifying an existing. I am only able to publish to the top level site http://servername/ if I go beyond that and try publishing to http://servername/siteA I get the error (InfoPath cannot modify the form library template because te file does not exist. Copy the template to the form library or create a new form library). I am not sure if there is a setting that I have overlooked or if there is anything else I am missing.
