I have this issue with hiding repeating sections. If I have a repeating section, I can hide the whole section using the "Display - Conditional Formating". However, if I specify the "Show insert button and hint text:" it wont hide this with the rest of the section. I have business rules where certain sections are hidden and should not be used, but this wont allow me to do this. Is this correct or am I missing something?

If you choose the "show insert button and hint text" you have to have text in there, it's not going to hide it. I believe this is by design.

There may be another solution to your problem, views for example, that could handle this more gracefully.
