One InfoPath form sharing data in two different site collections. Is this possible?

I have created a form and activated it in site collections A and B. I can open it from it's Form Library in site collection A and fill it out/submit it. The data from the submit saves to the Form Library in site collection A which can be opened back up and updated if I need to. The data also goes to another Form Library in site collection B. When I go to open the form in the Form Library in site collection B I get "The following location is not accessible, because it is in a different site collection". I also might get "This form has been closed."

HR will be filling out View 1 of the form in site collection A

IT will be filling out View 2 of the form in site collection B

Is there a workaround to be able to open this form in the Form Library in site collection B using the data that was sent when I submitted the form in the Form Library in site collection A?

Any help would be greatly appreciated!

I'm thinking using a SQL DB table behind might be my best option. Maybe use an OnLoad event to read the file name and pull up the record. I wanted the view the IT department fills out to be a workflow because 4 different people have to fill out their section as well as waiting for the client to fill out their part and respond. The client part would be where I need the function of the workflow to work.

    Any suggestions?

Yeah, that's a good approach. You can also use an Input Parameter. You could also use instances for each of the four people and have a separate "dashboard" form that pulls all the pieces together into one view.
