Can an xsn form be pre-populated programmatically using qRules?

I am using IP 2007 and SharePoint 2007. In this order I'd like to

    1. Create a new form programmatically and pre-populate some fields,
    2. Add form to SharePoint form library &
    3. send email with a link/URL to this specific form.
    4. the form contains DBXL which I am using to retreive data and submit data to a database

    I think I can handle step 2, 3 & 4 but I'm not sure how to code step 1.

I have a program that pre-populates an xml file and attaches it to the email.  I would rather pre-populate the xsn and add to Sharepoint, then send link to the form in an email (rather than xml attachment).

Would qRules help me achieve this with input pararmeters, if form is created programmatically?

Can someone direct me to code examples on how to populate fields on a xsn form template via code preferably C#?

UPDATE: I found this article but the demo is written in Visual Studio 2012 and later than 2007 version of InfoPath - neither of which I can open.  Maybe it will help someone..  I'm still interested in help with code examples using Visual Studio 2008 and InfoPath 2007.
