Probably because that's the design of the thing. Try using a standard dropdown instead. If you need to type in a separate text field you could add an "other" button that hides the dropdown and displays a text box for typing. If you need to select multiple items, try adding the dropdown to a repeating section. I don't recommend the combo. It's just not a great control.
