Picture control populated via rules shows blank when form is emailed

I have a browser-based InfoPath form in 2010 with a Picture control that I populate via rules (the picture control has signatures that change according to the user that is filling the form).  This picture control is viewable in a view called Print. All this is working ok: I can see that that InfoPath has correctly saved the corresponding base-64 encoding for a particular signature depending on who has created the form.

My problem is that when the "Print" view is emailed, the control comes out as blank. The form gets emailed when a user clicks a button.  The button activates a rule that does the following:

    1) Switches to view "Print" (the one that contains the picture control)

    2) sets the value of a field ("emailed = true")

    3) Submits using a data connection (which submits data as an email).

If the "signature" control contains a default value (i.e. a base-64 encoded image) the image is sent in the email, but when it's dynamically populated, it doesn't show (although the data is available in XML form - I checked this in SharePoint Designer).

Any ideas why this is happening and how it can be solved?
