Does InfoPath provide a tool(s) to create an InfoPath report from exported SharePoint list data? Else, what is the best way to use InfoPath as a reporting tool for exported SharePoint list data? I have been looking all over the web for some answer but so far none. Thanks for the help.

Where is the data being exported to? Why export? You can create a data connection in InfoPath to a SharePoint list ... although it only returns the items showing in the default view with a regular list connection (there are some web service work arounds, depending on your SharePoint version).
