Using an action rule to set the value of a option button control

I am trying to set the value of a field called rateIncrease.  There are two option button controls for this field (Yes and No).  The data properties for each of these show the Value to be 1 for the Yes option button and 2 for the No option button.

I tried using a rule on a field called newRate to set the value of each of these option buttons but it is not working correctly.  My action rule compares a field called billRate with newRate as the following:  Condition:  if newRate > billRate then Run this action to set the value of rateIncreased = 1.  I thought this would set the Yes option button but it is not working.

Basically, if the New Rate is higher than the BillRate, I want to set the RateIncrease Yes option button, otherwise I want to set the RateIncrease No option button.

I tried to set the rateIncrease field properties to boolean and used True and False as the values but that didnt' work either.  I need to use option buttons as my control because the user has to pick one value (its a required field).

How can I create a rule to set the option buttons?

Thanks for any help you can give.

What you're describing should be possible - I'm attaching a sample form. Hope it helps.
