Is there anything in qrules that would provide the ability to specify a specfic view from a SharePoint list when defining a secondary connection?

Hi - no, there is not, I'm afraid - but you can use an owssvr.dll data connection and specify a view in that. Syntax here, and more info here. Let me know if you need any syntax help.
I trying to use http://parsharesites.parsons.com/corp/eqm/tracking/_vti_bin/owssvr.dll?Cmd=Display&List={1F42242F-D96A-4080-B9C2-571AB7429F68}&View={2CC3146E-DA23-480E-95A9-8E02747EF735}&XMLDATA=TRUE but i'm getting WSDLReader:Could not find '/definitions' inside the default WSDL namespace. Unspecified error - WSDLReader:Loading of the WSDL file failed. Unspecified error, when i paste the address into the browser, it works fine. Any idea what might cause this?
