publishing to the sandbox I think.

    I'm selecting the File>Publish>SharePoint Server

Enter the path to the SharePoint,

Enable this form be filled out by using a browser

    Form Library is Checked

    Upldate to an existing library

Final screen of the wizard has this

    Form library "name of library'

    Location:  "path to library'

    Server Type:  InfoPath Forms Services'

    Security Level "Domain"

    Is this the correct method?

Yup, that should be correct for trying to Sandbox - so it appears either the sandbox is not configured correctly, or that you are not a site collection admin.

I am a site collection admin,  I checked that just to make sure.

Thanks for clarifying the process on publishing too.

And you've tried publishing to a new library as well? Just in case? Do you get any additional info about why the form won't be accessible in the browser now that you are publishing a form you have the source code to?
