InfoPath Dev

I am trying to open a completed form using the following code:

thisApplication.XDocuments.NewFromSolution(@"C:\TestForm1.xml");

Both the calling form and the form being called are fully trusted and digitally signed. I am not in preview mode and I have verified that my path is correct but I keep getting the following error:

InfoPath cannot create a new, blank form.
InfoPath cannot open the form. To fix this problem, contact your system administrator.
Form template: C:\TestForm1.xml
The file cannot be accessed.

Any suggestions? Thanks.

Form templates are .xsn files, filled-out forms are .xml. I'm pretty sure you will want to pass that filepath to

thisApplication.XDocuments.Open( "C:\TestForm1.xml" );
