How do I give others access to the form?

I created an InfoPath form on my computer and it is currently published to a SharePoint site.  How do I "transfer" ownership of the form to someone else?

you mean owner ship to the template location? go to the folder properties where you saved the form template and go to security tab, add the user whom you want to give the full control and you can grant the permissions to that user from the available options. If you want to give permissions to the documnet library where you published the template, simply go the site permissions and assign permissions from there.

Yes.  I created an InfoPath form [that is published to a SharePoint library] and just want to give it to the group of folks I built it for so I don't have to maintain it anymore.  I did the Properties, Security tab thing that you suggested but it still seems to give people some trouble opening it up and being able to modify it.

     Any other suggestions?

ask them to right click on the template and select 'design', it will open the form in design mode, if it opens in 'read only' then save as different name. if you want to save it in different location then you need to publish the form again.

I believe the problem is that Elon is having is that the form created can be used to fill out, but the template cannot be accessed by other users?  If the form is published to a library on SharePoint the users who need access to the template can go into the library settings and edit the form (provided they have the right permissions).

What kind of error are your users getting when they try to open a copy of your form?
