I have a form set up in a way where it forwards to the manager, CCs to the HR. 

HR sends email to the managers to remind them to approve the timesheets, but the managers can only open the main view and not the manager view and there is no option to switch over to the manager view...

 Anyone know how to fix this?

How about adding a button to the form that switches the view or automatically set the state of the timesheet to submitted and when the form opens if the state is submitted switch to the manager view. Easy to do.

Another way to fix this is to create a rule that looks at the person who opened the form and switches the view acordingly.  I've set up rules in several forms that quiry AD for the users name on open, then switch the view to the correct one.
