Im using generate random number as my method to create an id for each infopath form, but every time I launch the form again, it assigns another one, where I need that number to be static. Ive attempted to put an exception in the rule (on qrules finishedloading based on if that ID field is blank or not). Is there a better method of doing this? the exception doesnt seem to work.

Are you setting this ID as a default value?  If so, then it might be because you have the refresh value checkbox selected which recalculates the value each time the form is loaded.  Make sure its unchecked and it will only be set the first time the form loads.  You can find this checkbox in the field properties dialog.  See screenshot below:
