The data connection file could not be accessed

I am having an inconsistent problem with an InfoPath form used at my workplace. On most workstations the form works fine. On some we get this error. The query cannot be run for the following DataObject: GetEmployeeInfoByPayrollNumber InfoPath cannot run the specified query. The data connection file could not be accessed. InfoPath cannot open the following file: http://kuma:28238/AchieveDataConnections/GetEmployeeInfoByPayrollNumber.udcx. at Microsoft.Office.InfoPath.Internal.MomExceptionHelper.ExecuteDataConnectionAction(OMCall d) at Microsoft.Office.InfoPath.Internal.WebServiceConnectionHost.Execute() at AchievePerformanceManagement.FormCode.GetEmployeeData(Int32 payrollNumber) in [snip]\FormCode.vb:line 332 at AchievePerformanceManagement.FormCode.refreshEmployeeData() in [snip]\FormCode.vb:line 284 at AchievePerformanceManagement.FormCode.RefreshEmployeeInformation_Clicked(Object sender, ClickedEventArgs e) in [snip]\FormCode.vb:line 277 at Microsoft.Office.InfoPath.Internal.ButtonEventHost.OnButtonClick(DocActionEvent pEvent) at Microsoft.Office.Interop.InfoPath.SemiTrust._ButtonEventSink_SinkHelper.OnClick(DocActionEvent pEvent) The data connection files are all in the Data Connections Library on the SP site. They are all approved. On the problematic workstations I have started a new form and made a data connection. It works just fine until I convert it to use data connection files then I get the same error. I can also navigate to the udcx file through internet explorer. It comes up normally. If anyone can help me that would be much appreciated. I have been tearing my hair out with this for a while now.
