Does infopath supports re-ordering rows in repeating table by copy/paste entire row or something like drag and drop..?

Yes you can but it's fix!

Yon can modify your view.xsl and in the apply-template of your table put a xsl:sort!

I am actually interested in providing UI for user to re-arrange the rows as he wants and not looking for sorting...

In addition, without code a form user can insert a blank row then copy paste a single or multiple rows into that single blank row. The trick is how to select a row to copy it. The easiest way is to click in a field at the begining of the row then hold down SHIFT and click any other field in that row or in an adjacent row above or below. That will select the row or rows. Then COPY then put your insertion point in the blank row and paste. Unfortunately, InfoPath does not support drag and drop of rows out of the box (like Excel).
