Are you talking about the blog or the forum (community)? Probably the forum, since posting in the blog is not accessible to forum users.
(If you're referring to adding comments to an existing blog post, there is no rich text formatting there.)
Do you see the formatting bar when posting here in the forum? (I'm attaching a screenshot)
Also, please let us know which browser is being used, and whether this is reproducible in other browsers.
