I would suggest changing SharePoint library setting to suite your needs.
Submissions by site administrators or users with the Manage Lists right are automatically approved. So, you can assign a manager responsible for a particulary form library Manage Lists right.

The issue is that occasionally there will be a small demographic that will submit the document but not necessarily need to have another party approve it. For example: A manager responsible for that form library will occasionally submit the form. For him to have to "approve" the document again would be redundant considering he is the authority for that action. Meanwhile everyone else will still need to go through approval.
