    I do not have the rights to upload and activate a published form.

    I have to publish the form to a network share and then the SP admin uploads and activates.

    I would like to have some collegues do some testing before we upload to SP.

    Is there a way to run a form template from a network share and force it to open in a browser?  command line parameter?

    i don't think it is possible. the dll's of the code need to reside on the server to work properly.
