I would like to create a dropdown from a secondary list. Within this SP list I created a (Column) flag called "Ready". If ready is true this is the only information I want to see in the dropdown box. Worst case is "not ready" greyed out or strike'd thru".

From what I can glean, Condional format works on the whole dropdown and rules fire after the selection. Is there a way to do this on a browser enabled form.

what i understand from your query is that you want only those items listed in the dropdown where status is Ready (filtering of data). Filtering of data is not available in browser enabled forms inIP07. You will need to write code to achieve this.
