InfoPath Dev

I have a form that contains a "job title" field, when the value "RF Engineer" is selected, I display a second text box that displays "Please Enter PE License No". I want to make this second text box required ONLY when the first field = "RF Engineer".

I thought I do so by using data validation on the 2nd text box and choosing the value "When field1 = RF Engineer" and then typing a screentip, however, when I do this, a red error margin appears on the value typed on the 2nd field and I can't figure out why.

Any help is appreciated.
