InfoPath Dev

When trying to access the "Programming" area of an existing InfoPath form, I receive the following:  
Infopath cannot add the event handler
Infopath cannot create the visual basic or C# project
The location for the visual basic or C# project cannot be found or cannot be accessed

The Programming Language is set to Visual Basic, there is no code for the form (yet), and I checked to see that the path was correct.  Other forms work as expected, creating the code behind project.

 Did you check if the programming language is the same in "Tools -> Options ->Design" and "Tools -> Form Options -> Programming"?
