    Is there something that needs enabled on a web server before I can publish a from over http?  Until now I've published to the physical file share of the web server.

    Looking via Fiddler I see it tries to do a LOCK and receives a 401 Unauthorized, then the same again with authentication, but receives a 403 Forbidden.
    Then it tries a PUT with the same results.
     
    Does Webdav need to be configured?

    Are you trying to publish your xsn to form services or to a Forms  library?  You do not need WebDav enable for that.

    No, simply publishing to IIS web server.
