Ok,  Here's the problem...

 I'm using a workflow, kicked off on creation of one form on a WSS 3.0 Form library, to create another a form on another Form library on the same site.  In this process, I create the form, and set two field values that are published fields.

Good so far.  The form creates just fine, and in a datasheet view, the two fields are populated.  When I go to open the newly created 2nd form, there is no value in the fields.  Even if I set it to a secondary variable first.  Also, when I go to save the form after I've opened it, it wants to save it to my hard drive instead of the form library.  If I create a form from scatch on the 2nd library, it saves correctly, and I can set the two values even in datasheet view.

Weird... Huh?

 Any thoughts?  Am I missing something?

Any help would be GREATLY appreciated.

Save the xml from the form you create from scratch. Save the xml from a form created by your workflow. Open them both in a text editor and take a look at the processing instructions (at the top of the file). Are they different?
