where is the location of the data connection library specified? For instance, suppose the form is developed on a site with the data connection library at url A, to which all of the udcx files are posted. Now suppose the the form is deployed to the production site which has its data connection library at url B. All of the udcx files are posted to url B, and edited manually to reflect the new location. However, when I tried this, the form was still looking at the udcx files at url A. How can I change this programatticaly?

How did you post the UDCX files? If you haven't done so, you need to manually download the UDCX file to URL A, then upload it to your data connection library at URL B. The UDC files needs to be approved in URL B for it to be able to work.
