Submit Rules are not working in Outlook 2007 if Infopath E-mail forms is enabled

I have Infopath 2003 forms that have various Submit Rules.  In Outlook 2003 as well as in Outlook 2007( IF Infopath E-mail forms is disabled), the forms opens in Infopath and Submit rules work just fine.  If Infopath E-mail forms is enabled, the form opens in Outlook and the Rules do not seem to take as it keeps on looping.  Would appreciate any help in resolving this issue..

Is there any MVP who can shed some light on the issue?  Any assistance would be appreciated.

Hi OCUser01 and sorry for missing your post,

Chatted with Greg, Ben and Nick and we need more informaiton. How do you know it's looping? Can you add some dialog boxes rules in the submit button to get some feedback on where the submit process is?

    More soon,

Thanks you for the quick response Patrick.  The Submit rules are varied depending on fields in the form but they all submit to an email addressee.  For each rule, the "Stop processing rules when this rule finishes" option is checked.  When I mean looping, it prompts you again if you want to re-send the form (now using Microsoft Office Infopath).  Hitting OK, just loops this prompt.

    Hi again OC,

Sounds like a bug in your form. There is this thing called "event percolation". If you have tied your rule to a field and that rule updates the same field, it could cause an infinite loop of rule firing. Without looking at your form, that's my guess as to what's happening. One rule is causing another rule to fire or one event fires submit which side effects another field tied to the same event.

The rule does not update a field, it just checks that field for determining the addressee.  This is not an isolated issue.  All the forms are having this problem.
