I appologize if i missed a relevant post on this topic, but what i read while searching didn't help me out.

 What i need to do is prevent users from "skipping ahead" in a simple checklist without first filling out the checks beforehand. What i would LIKE to do is set groups of controls in something like an "Optional Section", and hide the entire section until all controls in the previous section have been addressed.

You have to add one more section to hide those controls. In this section you have to add the optional section with controls and add your conditional formatting for newly added section.
