InfoPath Dev

We have a InfoPath form created with InfoPath 2007 and C# as code behind. This form is located at a SharePoint form library. Most users use the form without problem, but several users from Europe get the following error when they try to open the form.

"Form template: https://team.sp.ford.com/sites/provisioning/FormSite/Requests/Forms/template.xsn
InfoPath cannot open the selected form because of an error in the form's code.
Could not load file or assembly 'MOSS Provisioing, Version=1.0.3194.16203, Culture=neutral, PublicKeyToken=null' or one of its dependencies. Access is denied."

What could cause this problem for these users? Is it a client configuration issue?

You cannot submit a form to SharePoint with restricted security. So your error was bound to happen with restricted security.
