I have a form that has many required fields on it.

I would like for people to be able to store a type of "working copy" in the SharePoint library in which all of their required fields may not be filled in at this point in time. So, they would set the status field to Incomplete and be able to submit the form to the library.

When they are finished, the user would change the Status to Pending (there is an approval workflow on this library) and then the required field functionality would need to be working to ensure all data is present.

 Is this possible w/o doing extensive code?

So, for example, for a field that you would like to require a value in if your status field does not equal incomplete, you would set the data validation on that field with the conditions that the status field is not equal to incomplete, and the field is blank.
