Updating Repeating Table in Workflow Form (2010)

I'm making a modified Approval Workflow and customizing the workflow form.  What I'm doing is I have a drop-down list of a limited number of approvers.  I've disabled the Assigned-To people/group picker so the user can no longer manually enter into it.  I then added a button in the repeating table that updates the Assigned-To field with whichever user is selected in the drop-down list of approvers.

This works fine while in the Infopath preview of the form.  However when I publish it to the workflow a few things do not work.  Most noticeably, is the button doesn't populate the Assigned-To field on the first instance of the repeating table.  If I add new instances of the repeating table the new records populate correctly (just not the first record).  Again, it works in the infopath filler.  Is there some limitation on this when in a 'workflow form'?  Any ideas what to look at/into?

    Thanks

Update:  With further experimentation.  It appears the Assigned To is 'Null' and can't be updated on the first record while in the workflow.  If I manually enter a record rather than through a rule, it then becomes available and my rule works.  While it is simply just empty and updateable while in the Infopath editor.  Is their a way to add a record to a repeating section (in this case the assigned-to group) through a rule, rather than just updating the value?  That should fix the issue I'm having.

Still looking for a way to force the addtion of a record for a repeating section, or at least force the first record to appear when it is a webform...

    Thanks
