Hello and welcome to our forum!
I am wondering if you're using InfoPath 2003 original version (non SP1/2). InfoPath 2003 did this thinking that the query parameters would be on the first view and then after the query is executed it switches to the second view. This is obviously very confusing and they changed it later.
First, can you confirm that you're on InfoPath 2003 SP2 or later?
Second, you may need to create two new views, copy/paste everything into the new views, then delete the old views. This should break the linkage. This is just a guess and there may be an easier way, I haven't actually tried it.
I hope this helps. I know it's very frustrating and fortunately in later version of InfoPath they got rid of that design pattern.
