SharePoint 2007 has a recycle bin - there are actually 2 of them - user recylce bins (to get your stuff you deleted) and items stay in there by default for 30 days. What you need to do is to filter the data basically. So you need to set the value of the text box based upon the value that the user chose in the combo box.

Depending upon what version of SharePoint you are using you might be able to this with user roles in InfoPath (if you are using browser forms you will need SharePoint 2010 as the user roles don't work in 2007 browser forms).

If your IT policy allows it you can add NT AUTHORITY\authenticated users as read access to the sub sites one by one or you could add the appropriate domain groups as read access to the sites.
Would that solve the problem?
