Did you open your form in Design mode? I mean open the manifest.xsn in Design mode by right clicking on manifest.xsn file and clicking option Design you will be able to open your infopath form in design mode after that follow these steps:

Open your InfoPath form is Design mode, go to Tools -> Form Options in General tab you have a check box “Enable protection” if you select it “Design this Form” icon will be disabled on the tool bar.
