I really need someone to tell me how to move rules up or down with a single keyboard shortcut! The form contains a button with a long list of rules, and sometimes the list have to be rearranged. Sorry for late reply, your suggestion did not seem to make any difference for us, and the feature folder was not that big either. Now we are converting the form template into IP 2010, and hope that will make the difference :)

One of our form templates makes SharePoint return the following error message when we try to upload it: "An item with the same key has already been added" What kind of Key is SP referring to?? We do not have any other form templates with the name already uploaded. Thanks!
