There was no space in between the url and xpath parameter, causing qRules not to find the xpath parameter. To test, I added a space in between the double quote and slash, changed the FolderURL to a test site, and removed the dsnamews. It was able to submit to the doc folder.

Thanks for the quick response. I made the changes to update the existing XML so the issue won't occur again. I made numerous changes to the form and only checked the preview. I will not make that mistake again. I ended up deleting my form and re-publishing, to fix the issue and add in my changes again.

My OneNote hyperlink works fine in InfoPath Preview but fails after I publish to IE. The hyperlink is being modified when I publish. The difference being is that an extra open and close curly bracket are added to the link which causes it to fail in IE.

It is a preventative. If you set your versioning to update existing XML, you shouldn't get schema validation errors in the filler, but browser forms are pickier. What kind of schema changes did you make?

Can I either see your form or see a screenshot of the schema? I'd think if the calc'd value is in a repeating table or section bound to my:SubTaskDeliverables the formula count(preceding-sibling::my:SubTaskDeliverables) + 1 would be correct.

I have the same type of error message. Does what you suggest actually fix the issue or is it just a preventative measure to prevent future issues? I applied the change you suggested and re-published my form but still receive the issue.
