In my case above, can you create a web service to query a SQL 2000 database?

Perfect! Thanks Clay! That did the trick! I also set another rule where if the user went back and changed the field and the value was not in SQL table the status field was changed back to a non-flagged status.

I have the secondary connection set up.  Can you be more specific? I'm new to InfoPath and not sure were the filter or conditional rule goes. Do you have step by step instructions or an example somewhere to look at? Thanks.
