You can set the condition to 'number of occurences' by doing the following:
Click 'Set Condition'
Choose 'Select a field or group' from first drop down
Browse to <DATASOURCE> -> datafields -> <FORMNAME> -> ReportNumber
Click on it, then in the bottom drop down where it says 'select' choose ...
