Solved the issue.  I am using the concat function to create a string from the repeating drop down listboxes and put that string in a hidden text field. On teh 2nd repeatng table, I set a filter with a  "does not contain" rules to hide the not selected countries.  Now all is working fine and the 2nd repeating table lists ...
