InfoPath Dev

I have an infopath form, which is pure blank form created in Infopath Designer 2013. I am trying to deploy to a development server and it complains this:  Infopath cannot save the following form: http://...... The system cannot find the file specified. Does anyone know how to work around this? Is it a versioning issue?

I have an infopath form which needs to query an SQL server through a Data Connection File (.UDCX), uploaded to production Sharepoint library.
