I was finally able to figure out how to solve this issue.  I changed the Event ID field from a text field to a dropdown list populated by another custom SharePoint list.  Then, when the variable value was written to that dropdown field, for some reason, it took the value and would filter the other dropdown based on that specific Event ...

I had created an InfoPath form using InfoPath 2010 that had a dropdown list (populated from a data connection to a custom SharePoint list).  I then filtered the dropdown list based on a field called Event ID which was populated by a variable that was passed (via the URL) when the form was opened (using a jscript onLoad event).  ...
