Just a follow up. the problem was resolved by resetting IE back to default.  I am still not sure what setting in IE caused this but blowing everything away back to default caused this issue to go away.   I did try clearing out the local cache of the form as well.   Thanks for the tip.  Just to be on the safe side I do ...

We have one user at my company that when he clicks to open the XML file it will display a "File Downloading" message and after 1-2 minutes the form will finally load in InfoPath.
