In our case it turned out that a fresh InfoPath 2013 32BIT version install on a never-had-InfoPath-installed-before-machine was the trick.
One you have installed a 64BIT version, uninstalling 64BIT and reinstalling 32BIT will still cause the 32BIT to give this same error so start fresh!
(one last tip: move to PowerApps ��)
