The checkbox : Design a form template that can be opened in a browser and InfoPath  (is not checked).  Is there anything else ?

Im publishing it in a form library directly yes. the xsnlocation is generated(wrote) during the publishing.. If i'm opening the template using notepad and i remove the property, it will reappear in the xml version in SharePoint.  Ill check for what you asked. Its a weird problem.
