InfoPath Dev

The entire message is "InfoPath cannot open the the following file: 152 Reconcilation System.xml. Access is denied". No he cannot create a new blank form - he gets the same message. The user has contribute access to the form library and read access to the data source lists.

I have created a form that gets completed by both InfoPath 2003 and 2007 users. Sometimes they require authorisation by a different user and there is a data connection which sends the form as an email attachment to the authoriser.
